LCC COMPETITIONS

The League Cricket Conference organises and runs each year an Inter-League knockout competition on a 45 over per innings format. The competition is known as the Presidents Trophy and entry is free to all members of Conference.

PRESIDENTS TROPHY CUP COMPETITION RULES

1. DATES FOR MATCHES a) The first attempt to play a match must be made not later than the final appointed date for the round. If the two leagues involved cannot agree on an earlier date then it must be played on that last date. b) Replays must be played on, or by, the Sunday following the final appointed date.

2. QUALIFICATION OF PLAYERS a) A player can only play for one league in a season. b) Not more than two professionals may play for a league in any one match, and such Professionals must be registered for the current season with the league for whom they play. A player, having a paid county contract outside a league, but who was a bona fide amateur player for his current club prior to becoming a professional, shall be deemed eligible to play for his league. c) Any Sunday League entered into the Cedric Rhoades Cup may play players from other clubs with which they play Saturday League cricket provided that such players are not members of a Premier League club and have not played for a Premier League club at any time during the current season d) Amateur players playing regularly within a league and who have no contract of service as cricketers in or out of the league in which they are playing shall be eligible to play for their league. e) All players shall further be defined as resident in this country and eligible to play for England, or f) A player, who is not qualified to play for England under the current ECB regulations but who is ordinarily resident in this country, shall be eligible to play for his league provided that:- i) he has been resident in this country for a period of twenty four consecutive months prior to the start of the season; ii) he has not been out of the country for longer than 35 days consecutively or 70 days in total during the twenty four months prior to the start of the season; iii) any remuneration he receives is not the main source of his income.

3. UMPIRES a) At least four weeks prior to the start of the competition, each league shall submit in writing or email, to the Assistant Secretary of Conference, the name, address and telephone/fax number an email (if applicable) of its umpire appointment's officer or, in the event that a league does not have such an officer, the name, address and telephone number of an individual who shall be empowered to appoint umpires from that league. Umpires appointed or nominated for competition matches shall, whenever possible, be full members of The England and Wales Cricket Board Association of Cricket Officials (ECB ACO). b) The umpires appointed to competition matches shall not umpire matches involving leagues to which they are connected. c) The umpires will be paid a mileage allowance of 20p per mile. Whenever possible, the appointed umpires shall share transport in order to minimise the costs. d) In addition each umpire will be entitled to claim up to a maximum of 20 pounds for out of pocket expenses per match in which play starts. In the event of play not being possible, each umpire will be entitled to claim up to a maximum of 10 pounds for out of pocket expenses. e) Umpires will be paid by the league hosting the match. Such payments will, as far as possible, be reimbursed by Conference at the end of the season. Claims for reimbursement of umpiring expenses, should reach the Assistant Secretary of Conference no later than the 30th September following the close of the competitions. Claims received later than this date will not be considered. f) In the event of a match being postponed, the originally appointed umpires will if possible officiate at the rearranged game. If this is not possible, the Assistant Secretary of Conference should be advised as soon as possible of the venue of the rematch so that umpires can be appointed expeditiously.

4. SCORESHEETS The home side shall complete an official scoresheet which shall be sent to the Assistant Secretary of Conference no later than four days following the match.

5. MATCH EXPENSES The home league shall pay any match expenses including the cost of 16 teas for the visiting team and officials.The visiting team shall pay its own travelling expenses.

6. INTERPRETATION Any matters regarding the interpretation of these Competition rules and the associated Match Regulations shall be referred to the Assistant Secretary of Conference whose decision shall stand until such time as the Executive Committee of Conference is able to consider the matter at which time the decision may be either confirmed or overturned.

7. DISPUTES Any disputes will be referred to the Assistant Secretary of Conference who will refer same to the Executive Committee having the full authority of Conference to make decisions in these matters.

MATCH REGULATIONS

1. The MCC Code 2000 of the Laws of Cricket shall apply except where otherwise stated herein. References to Laws herein refer to the equivalent Law in the MCC Code 2000 of the Laws of Cricket.

2. All matches will start at 2.00pm unless mutually agreed at 1.30pm, but all matches in April, May, August and September shall start at 1.30pm.

3. OVERS Each team shall be allowed 45 six ball overs batting or until the batting side was dismissed (ie 10 wickets had fallen) before 45 overs are completed.

4. That a maximum of 9 overs per bowler be allowed.

5. BALL Two new Grade A quartered ball of UK manufacture shall be provided by Conference and one shall be used at the commencement of each innings.

6. Details of teams shall be exchanged by captains or team managers prior to the toss being made.

7. RESTRICTION ON FIELD PLACEMENTS At the instant of delivery a minimum of four fieldsmen (plus the bowler and wicket-keeper) must be within an area bounded by two semi-circles centred on each middle stump (each with a radius of 30 yards) and joined by a parallel line on each side of the pitch. In the event of infringement, the square-leg Umpire shall call 'no ball'. The fielding circle should be marked by painted white dots at five yard intervals, each dot to be covered by a white plastic or rubber (but not metal) disc measuring seven inches in diameter.

8. INTERVAL The interval shall be 30 minutes duration between innings.

9. WATERING OF PITCHES The selected match pitch must not be watered after the evening of the day but one previous to the match day.

10. LATE START No match shall start after 4.30pm and if a start of a match is delayed the umpires will decide on a proportionate number of overs, in relation to the time left up to 7.30pm in the case of a 1.30pm start, or 8.00pm in the case of a 2.00pm start.

11. If a match cannot take place on the agreed date through weather conditions it must be played once only on the Sunday following the last day by which the original match should have been played. If the away side has travelled to the match, and play has not reached a conclusion, then the tie shall be reversed, and the original home side must travel to the re-arranged match.

12. TIE In the event of a tie the result will be decided in favour of the side losing the least number of wickets. If both sides have lost the same number of wickets the result will be decided on the higher scoring rate in the first 20 overs of each innings. In the event of both sides being all out in or under 45 overs the overall scoring rate of both sides will be the deciding factor.

13. If a match starts on time but is subsequently interfered with by the weather or light in such a way that it is extremely unlikely, in the opinion of the Umpires, that the statutory number of overs can be bowled then the team batting first will have the option of declaring at any time after having received a minimum of at least 30 overs. The team batting second will be allowed a maximum of the same number of balls as the first team received in which to decide the match. If through further interference the game is not completed then Rule 14 will apply.

14. If a match remains unfinished the winner will be the side which has scored faster in runs per over throughout the innings, provided that at least 20 overs have been bowled at the team batting second. If the scoring rate is the same the side losing the least number of wickets in the first 20 overs of each innings will be the winner.

15. In the event of no result being obtained from the above the captains should, if circumstances (indoors or outdoors) permit, agree (in case of disagreement the umpires shall decide) to the following form of 'bowl-out' contest to achieve a result: five players from each side will bowl two deliveries each at a wicket (conforming to Law 8) from a single stump pitched at a distance of 22 yards with, if practicable, bowling, popping and return creases (as defined in Law 9). The side which bowls down the wicket (as defined in Law 28.1) the most times shall be the winner. If the scores are equal, the same bowlers will bowl one ball each alternately to achieve a result on a 'sudden death' basis. Each ball bowled in the 'bowl-out' shall pitch at least once and otherwise be a fair ball as defined in Law 24.1, 2, 3, 5, 6 and 7. The umpires will be positioned one at the bowler's end and one square at the target wicket's end (as defined in Law 3.11).

16. In the event that circumstances make a 'bowl-out' impossible, the match shall be decided by the toss of a coin.

17 COVERS The whole of the pitch and the bowling ends must be covered before play commences and during the match when the placement of covers is ordered by the Umpires.

18 WIDE BALL - JUDGING A WIDE Umpires are instructed to apply a very strict interpretation in regard to Law 25 in order to prevent negative bowling wide of the wicket or over the striker's head. The following criteria should be adopted as a guide to umpires:- a) If the ball passes either side of the wicket sufficiently wide to make it virtually impossible for a striker to play a 'normal cricket stroke' both from where he is standing and from where he should be normally standing at the crease the umpire shall call and signal 'Wide Ball'. b) If the ball passes over head height of the striker standing upright at the crease either umpire shall call and signal 'No Ball'.
